[1.14.4] Delaying event call for a certain amout of seconds

So I have ClientChatReceivedEvent and I want to do something about 1-3 seconds after the event was called and I tried Thread.sleep(2000) but it just locks up the entire game for 2 seconds how would I do this. Ex: ClientChatReceivedEvent and responding message 1-3 seconds after.
