Why wont forge wont and how can i fix it

Forge 1.8.9 keeps not working and everytime i try to open it it says download failed (the image should help show you what i mean), i have already tried uninstaling and reinstaling forge on both the newr version of 1.8.9 and on the recomended version of 1.8.9 and tdid this to both the windows version and installer version. please help me figure out whats wrong.

1.8.9 is no longer supported on this forum due to its age.

Please update to a modern version of Minecraft to receive support.
