[1.12.2] How do I change the third person hand position?

Out of all the stuff online, I can only find instructions for first person. I need third person perspective changes. 

 

Specifically, I am making the Hand aim on the y axis with the head while a specific item is equipped.

Have you taken a look at the vanilla model files? All of the tools are handled. Take a look at assets.minecraft.models.item.handheld.json

Ohhh. You need to use the RenderPlayerEvent and hide the arms in the Pre sub event and render them with your own rotation in the Post sub event.
