Config not saving changes

the cause is that for some reason this is not being called

	@SubscribeEvent
    public static void onConfigChangedEvent(OnConfigChangedEvent event) {
        if (event.getModID().equals(MOD_ID)) {
        	System.out.println("test");
            ConfigManager.sync(MOD_ID, Config.Type.INSTANCE);
        }
    }

i need help

this is the entire class

import net.minecraftforge.common.config.Config;
import net.minecraftforge.common.config.ConfigManager;
import net.minecraftforge.fml.client.event.ConfigChangedEvent.OnConfigChangedEvent;
import net.minecraftforge.fml.common.eventhandler.SubscribeEvent;

public class ConfigHandler {

	@SubscribeEvent
    public static void onConfigChangedEvent(OnConfigChangedEvent event) {
