Does anyone know if the rewritten rewritten mod loading system coming with forge for 1.13 will be backported to 1.12.2?

Last week I completed my update to Java 11, only to today find out when I went to begin a new mod that Forge doesn't support anything above Java 8. Some forum browsing told me that this is apparently set to change when the new version of forge comes out for 1.13, so I'm wondering if this change will also be implemented in the 1.12.2 version of forge? I'm creating a mod with modpacks in mind so want to have compatibility with 1.12.2.

The 1.13 complete rewrite was exactly that, a complete rewrite. It is not plausible for Forge to do a 1.12.2 backport without probably spending as much time on it as they did with 1.13
