Craftable Items & Blocks adds new recipes for items and blocks that you can't obtain easily in a Survival World of Minecraft Vanilla. This is my first MOD, hope you enjoy! Very good mod but, please delete the command block because you can put ANY command into that, for example gamemode or gve etc. ;)

you'd need to already be in creative to change a command block command

The horse armour already has a recipie. its the same but in the middle square its wool.

There is no official recipe for horse armor, they can only be found in dungeons.

There was a snapshot that made a temporary recipe, but it was removed in vanilla

Really? What version are you running?

On the Minecraft wiki for the saddle Dinnerbone says he wouldn't include a recipe for the saddle
