Minecraft says I can't run JEI 1.12.2 because it requires high forge. The forge im currently using is 1.12.2-14.23.5.2768. Can anyone help?

I was trying to launch my forge minecraft user, when it suddenly shutdown and sent me this. java.land.NoclassDefFoundError: net/minecraftforge/fml/DiskExcecutor I have gotten this every time I have tried to launch. My normal user with no mods works fine but, i cant find a way to access my mods folder. Can anyone help!
