Forge in game files but not in launcher?

please help -
I downloaded Forge version 14.23.5.2838 for 1.12.2 minecraft. It is in the game files in the versions tab, however, when i open the game, there is no forge option when making a new installation to play. please help, i want to obtain the twilight forest mod. thanks
