What are you trying to accomplish? if you are double clicking on the .jar file that you download you don't need to. What site did you get Forge from? Did you download the MDK, Installer, Windows Installer, or Universal? We need more information.

Not an expert, but do you have Java installed? Failure Reason: The server failed to start multiple times, but the reason why is not known. You may have a corrupt server jar. Warning : Unable to detect java version! Java may not be installed or may be outdated.
