Out of curiosity you are talking about ipv4 addresses, right?
Yes.

No that's usually required for port forwarding to work, what I'm saying is check your public IP again to see if it's changed.
I checked and had a friend try it with the ip I just looked up, still not getting any luck

If you changed it in your router it's your private IP, if you called your ISP and added it to your service package it's your public.
Unless you have business internet with servers on premises you probably have a dynamic public IP, so it's not out of the question that your public IP may have changed when you restarted it after port forwarding.
I changed it within my router, should I be doing it differently?

Do you have a static public IP or Dynamic DNS?
I'm not sure, but in the process of setting up the server I changed my ip to static, how would i know if it's the local or public one that i changed?

Still appreciate any advice anyone could give.

Just for reference, you cannot connect to a local server using your public IP, your computer will simply refuse every time, so if you are the only one testing changes then you won’t see any change
I have a friend testing it everytime I change something.

I'm afraid I can't do much more without troubleshooting the server myself.
Java is being allowed through your firewall, right? Again, this poses a big risk.
I tried turning my firewall completely off and running the site to see if the public ip worked, but nothing changed so I know it can't be a firewall problem.

Can this tool detect your server? https://dinnerbone.com/minecraft/tools/status/
Nope

How are you getting your public IP?
Typing "ip" into google

To connect to it yourself on the same machine use "localhost" as the IP.
Have you restarted your router since port-forwarding it?
Please note this is not without risk.
Sorry, I think you misinterpreted my problem. I'm not having any issues playing on the server locally. The only issues i'm having are connecting to the server with my public ip address, so none of my friends can hop in. I have restarted my router since port-forwarding, to no avail.

That requires editing settings in your router. Also, you should always leave the ip-address in the config file blank. It is not recommended to fill it in.
I removed the ip from the server config, still can't connect.

Did you port-forward?
Yeah, I said in the post that I did as well

First time setting up a forge server, a friend has done it before and has been walking me through it but we can't figure out why my public ip isn't letting anyone connect to the server. I made sure that I port forwarded correctly. Again, I can connect to the server with my ipv4 address, so the server is up and running.
Can connect to forge server locally, public ip doesn't work for me or friends.

Ok I think that I finally found the problem and I am just a complete dumbass for not knowing this. It turns out that the "modem" that AT&T gave us when we moved in actually ALSO functions as a router, so I actually have 2 routers in my network. I have no idea how to go about port forwarding with 2 routers and would appreciate any help if possible. Here is my network map(with models for routers):
AT&T BGW210 -(wired)>ASUS RT-AC5300 -(wired)>PC
As shown on the map, everything is connected via ethernet.
