[1.9.4] Can't compile new installation of Forge MDK

Forge version: forge-1.9.4-12.17.0.1965-mdk

OS: Windows 7 64-bit

JDK versions: 1.8.0_05, 1.8.0_91

 

Following different sets of instructions, most recently from here (http://mcforge.readthedocs.io/en/latest/gettingstarted/), I can get to the stage where I want build a fresh, new, unmodified copy of the MDK, but I can't because I'm missing the Minecraft base files.

 

E.g. Error:(25, 35) java: package net.minecraft.launchwrapper does not exist. (Highlighted as if in IDEA)(pre-compile error reads: "Cannot resolve symbol 'minecraft'.")

 

I did read somewhere that Forge was supposed to be installed on top of MCP, but I disregarded that as out-of-date, because everywhere else I look the tutorials on setting up Forge consistently say to use a brand new, blank folder.

 

Any hints or tips? What magic step am I missing?
