Forge Jar file will not open and create folders and files

what versions are still supported? -
I downloaded forge for 1.7.10, and i'm trying to make a modded multiplayer minecraft server for me and my buddy. I created a folder and installed the server onto it. I'm following a video and it says to open the "forge-1.7.10-10.13.4.1558-1.7.10-universal.jar" file inside the folder, and it should create new folders and files such as the "Config" folder, however when i try it, nothing appears to happen. It's becoming extremely frustrating and i'm out of ideas. I've tried reinstalling forge many times to no avail. Please help!
