Forge 2655 is the version that is known to work (from my limited testing) -

Did you try the older Recommended version of Forge? -

I installed the Recommended Version of Forge and it seems to work fine. Maybe just a part not packaged right? -
I am trying to run Forge (just downloaded it ) on Ubuntu 18.04 (MATE). It is crashing BEFORE any mods are loaded and it seems to be a signing problem.
